The Washington State Learning Standards provide essential academic learning targets for subjects taught in Ephrata Schools. The Teaching & Learning Department provides oversight of the curriculum renewal process and ensures new materials align with state standards.

What is Included in the New, “Comprehensive Sexual Health Education Bill?”
Senate Bill (ESSB) 5395 requires public schools in Washington to teach Comprehensive Sexual Health Education by 2022 to students in grades K–12. Instruction must be age appropriate and medically and scientifically accurate per state guidelines.
Weren’t Ephrata Schools Teaching Sexual Health Prior to this Bill?
Yes. Ephrata was already providing this training. The legislation ensures all school districts statewide provide sexual health education.
Does Anything Change with the Passage of this Law?
The new requirements are similar to what Ephrata Schools already had in place. In grades 4–12, instruction must align with Health Education K–12 Learning Standards and include inclusive, age-appropriate, medically accurate information covering:
- Human development processes
- Abstinence and pregnancy/STD prevention methods
- Health care and prevention resources
- Communication and relationship skills free from violence and coercion
- Healthy vs. exploitative relationships
- Influences of family, peers, community, and media
- Affirmative consent and bystander response strategies
The legislation also required the District to formalize policy and curriculum adoption through School Board approval.
How Did Ephrata Meet the Requirements of the New Law?
An advisory group of parents, educators, nurses, counselors, principals, and school board members reviewed guidance and materials. In May 2021, the School Board approved an updated policy and curriculum meeting the law’s requirements.
What is Taught in Sexual Education Classes?
Frequency and content vary by grade level:
Grades K–3 Social-emotional learning, personal boundaries, emotions, and appropriate touch Grades 4–5 Human growth and development, healthy relationships, HIV/AIDS prevention Grades 6 Abstinence, affirmative consent, reproductive systems, and health resources Instruction remains inclusive of protected groups and includes bystander training for bullying and harassment prevention.
Do All Students Have to Take Sexual Health Classes?
No. Parents and guardians are notified in advance, may review materials, and may request that their child be excused from part or all of the instruction.
