State & Federal Programs
Our State & Federal Programs ensure all students receive access and opportunities to receive a quality education.
Programs may address challenges such as language barriers, socio-economic status and housing circumstances or may provide enrichment opportunities. State and federal funding support these programs to ensure services are provided to our students and their families.

The Learning Assistance Program (LAP) serves students in need of support for reading, writing or math -- or help graduating from high school. Our schools use state LAP dollars to provide additional services to students so they can be successful in the classroom.

Title I, Part A is a federal program designed to provide all children a significant opportunity to receive a fair, equitable, and high-quality education and to close educational achievement gaps. In Ephrata Schools Title I, Part A supports students in grades K-8.
These programs and services provide customized instruction and curricula that help students meet academic standards and take an active, engaged interest in what they learn and can do. Title I, Part A programs build equity of opportunity for children whose struggles often keep them on the academic sidelines.
The following Ephrata Schools are school-wide, Title I schools:
- Columbia Ridge Elementary

- Parkway Intermediate School

The Early Childhood Education and Assistance Program (ECEAP) is available through Tiger Cub Preschool to qualifying families.

The Washington State Migrant Education Program (MEP) is a federally funded program that ensures high-quality education programs and supplemental support services are available to migratory children.

The purpose of the program is to provide language instruction for students developing proficiency in speaking, listening, reading, and writing in English. The program will also assist your child to meet age appropriate academic achievement standards for grade promotion and graduation.

Ephrata School District is committed to meeting the needs of Highly Capable students. The district offers a Highly Capable Program which provides K-12 students selected for the program access to education that accelerates learning and enhances instruction. Program objectives include:
- Expansion of academic attainments and intellectual skills
- Stimulation of intellectual curiosity, independence, and responsibility
- Development of a positive attitude toward self and others
- Development of originality and creativity
Procedures for Identification
Students may be referred for the Highly Capable Program by teachers, staff, parents, students, or community members using the district nomination form during the annual nomination period. All grade three students are automatically tested to ensure equitable identification. Performance on the CogAT 7 Screening Form and nationally normed achievement tests is reviewed by a Multi-Disciplinary Selection Committee to determine eligibility.
Process for Appeal
Parents/legal guardians may appeal the Multi-Disciplinary Selection Committee’s decision by submitting a completed appeals form or letter requesting review within 10 school days of notification.
Exit Procedures
Students who no longer require Highly Capable Program services may be exited from the program. A teacher, program administrator, or parent/legal guardian may request withdrawal, or a student may voluntarily withdraw.
Program Design
The district offers a continuum of services for Highly Capable students. Grades K-6 receive enrichment opportunities and challenging subject matter in groups led by highly qualified teachers. Grades 7-12 have access to advanced subject placement, Honors courses, and academic enrichment classes, including College in the High School courses for grades 9-12.
