2021 Educational Programs and Operations Replacement Levy
Why is the school district putting a Educational Programs and Operations Replacement Levy on the ballot?
The Educational Programs and Operations Replacement Levy can be run for up to four years. The current levy was approved by voters in 2019 and will expire in 2021. This levy would replace the one that is expiring and would continue local levy funding for Ephrata schools through 2025. If approved by Ephrata voters, the state will provide matching funds.
What would the Educational Programs and Operations Replacement Levy pay for?
The Educational Programs and Operations Replacement Levy funds the difference between what the state provides and what it actually costs to educate Ephrata students. The levy would support services and costs not funded – or are only partially funded – by the state’s basic education allocation. Examples include:

Extra and co-curricular activities such as athletics, music, drama, and clubs

School safety including staff and technology at the high schools

Well-maintained, clean and welcoming schools, facilities and grounds

Student bus transportation services

Instructional and support staff including substitute teachers

Staff professional development and training

Food services, including the making and planning of meals

2022 $1.85 = $1,855,000
2023 $1.94 = $2,004,000
2024 $1.99 = $2,113,500
2025 $2.03 = $2,230,000
*Note: Tax rates or levy amounts represent projected estimates per $1,000 of assessed property value. If approved, Washington state matches levy amounts each year.
